Ginger Cruz

Ginger Cruz is the founder and CEO of Mantid International. An expert in compliance and policy with a focus on Iraq and Guam, Cruz has been a leading voice and advocate for innovative measures to improve the business and government environments in the regions where she has served.
Prior to Mantid, Cruz was the Deputy Inspector General for Iraq Reconstruction working at the highest levels with U.S., Coalition and Iraqi officials examining a multitude of accountability challenges affecting the $60 billion Iraq reconstruction program. Her work directly contributed to the successful performance of SIGIR’s auditors, inspectors, and investigators in preventing, detecting, and deterring waste, fraud, and abuse, and brought her recognition from her peers including the Gaston Gianni Better Government Award, Sentner Award for Dedication and Courage, and various civilian medals from the Department of Defense.
Prior to joining SIGIR, Ms. Cruz served as a deputy assistant secretary at the Department of Housing and Urban Development; was a news director, investigative reporter, anchor and producer for two NBC television affiliates; a communications and policy director for the Governor of Guam; senior evaluations consultant to the United Nations, and a vice president for a defense consulting firm. She has led crisis communications efforts following a major international airline crash, managed the media operations of a $30 billion federal agency, and provided senior consulting expertise to the U.S. government at the Departments of Defense, Energy, and Transportation. Ms. Cruz has testified before the U.S. Congress and the Wartime Contracting Commission and spoken at numerous venues domestic and international including the World Bank, NATO, Harvard University, the University of Pennsylvania, the Kauffman Foundation, the Folke Bernadotte Academy of Sweden, and National Defense University.
Ms. Cruz has a B.A. in International Relations from the University of Pennsylvania and a Master’s Degree in International Public Policy from the School of Advanced International Studies (SAIS) at Johns Hopkins University and is a lifetime member the Council on Foreign Relations.
